Macroeconomic Policy

The Macroeconomic Policy Section provides advice and overall economic policy management. The Section is mandated with the overall responsibility of coordinating the preparation of the annual budget speech, preparation of economic reports, and coordination of multilateral cooperation matters. To facilitate prudent budgeting and planning, the Section monitors domestic, regional, and international economic developments with a view to advise Ministry Management on policy direction and development strategies. Furthermore, the Section serves as a Secretariat to the Exchange Rate Committee (ERC) chaired by the Secretary, Macroeconomic and Financial Policy, and the Wages Policy Committee (WPC).

The Section has three operational Units, namely:

  • Budget Speech Preparation Unit
  • Multilateral Cooperation Unit
  • Enterprise Development Policy Unit

1. Budget Speech Preparation Unit

Main Responsibilities:

  • Coordinate and produce National Budget Speech as well as Budget Speech supporting documents (Budget In-brief, Key Features of the Budget, People’s Summary of the Budget, Braille version and Tshoboko Ya Pego Ya Madi a Sechaba).
  • Coordination of the Budget Strategy Paper (BSP) and organization of Budget Stakeholders Consultation Fora (Dipitso).
  • Production of quarterly HE’s Economic Report on macroeconomic indicators.
  • Secretariat for the bi-annual Botswana Exchange Rate Committee and review of exchange rate developments as well as performance of exchange rate policy.

2. Multilateral Cooperation Unit

Main Responsibilities:

  • Responsible for coordination of all matters relating to the International Monetary Fund (IMF), World Bank Group, Commonwealth, United Nations Development Programmes (UNDP), United Nations Economic Commission (UNECA), as well as macroeconomic issues pertaining to Southern African Development Community (SADC), Southern African Customs Union (SACU), and Macroeconomic and Financial Management Institute (MEFMI).
  • Coordinating and facilitating Ministry Management during meetings with IMF Article IV and Sovereign Credit Rating missions by Moody's Investor Service and Standard and Poor's Global agencies.
  • Monitor global economic developments and recommend policy shifts.

3. Enterprise Development Policy Unit

Main Responsibilities:

  • Wage Monitoring: Review and recommend wage levels (including public service salaries and SOEs wages) based on factors like job creation and cost of living. Serves as Secretariat for the Wages Policy Committee (WPC).
  • SOEs Governance: Monitor performance and governance of State-Owned Enterprises (SOEs), ensuring alignment with Government strategies and overseeing shareholder compacts.
  • Private Sector Development: Collaborate with Ministries and Organizations to stimulate private sector growth and resolve constraints.
  • SOEs Oversight: Assess fiscal risks and efficiency of SOEs through tools like the Health Check Tool (HCT) and Stress Test Tool (STT).
  • Assist the Public Enterprises Evaluation and Privatisation Agency (PEEPA) in rationalizing SOEs.
  • Serves as the Secretariat for the MoF Sectoral High-Level Consultative Council (HLCC), chaired by the Honourable Minister of Finance.
