Botswana Economic Transformation Programme

Botswana has embarked on a bold and comprehensive initiative known as the Botswana Economic
Transformation Programme (BETP), a strategic and deliberate effort to reshape its economy. The program’s
primary goal is to lessen the country’s heavy reliance on its diamond sector, which has historically been the main
driver of economic growth and government revenue but also leaves the nation vulnerable to global market
fluctuations.
Key Pillars and Goals
The BETP is built on a framework of four key pillars, which are designed to create a more diversified, resilient, and
globally connected economy:

  1. Shift to a Services-Led Economy: The program aims to move Botswana away from a resource-based
    model toward one centered on services. This includes a focus on creating high-value employment, attracting
    long-term investment, and developing globally competitive institutions.
  2. Become a Regional Financial Hub: The BETP seeks to establish Botswana as a central anchor for cross-
    border financial activity in the Southern African region, leveraging its reputation for legal certainty, political
    stability, and strong governance.
  3. Leverage Stability for Investment: Botswana’s long-standing political stability and positive international
    reputation are key assets the program intends to leverage to enhance investor confidence and attract both
    domestic and international capital.
  4. Promote Sustainable and Inclusive Growth: The program’s fourth pillar is to deliver sustainable
    economic value that aligns with the government’s broader development agenda, ensuring that growth
    benefits all citizens and is resilient to external shocks.
    Implementation and Progress
    To achieve these ambitious goals, the BETP is employing a new approach to national planning. It is moving away
    from traditional, abstract methods toward a more agile, implementation-based model. Key features of this new
    approach include:
     “Economic Laboratories”: The government has launched a series of “labs” designed to act as “engine
    rooms” for the program. These labs bring together diverse stakeholders to fast-track solutions, refine
    project concepts, develop roadmaps, and eliminate bureaucratic bottlenecks.
     Public-Private Partnership: The program emphasizes that the private sector will be the primary engine
    of growth and job creation, with the government’s role being to create an enabling environment. This
    includes a “Call for Ideas” campaign to source proposals from individuals and organizations across all
    sectors.
     Presidential Dashboard: A real-time monitoring and delivery dashboard has been established to track
    progress and ensure accountability across all government ministries involved in the program.
