Botswana Economic Transformation Programme: Leadership Lab Syndication

After four weeks of intensive laboratory processing at the Botswana Bureau of Standards, the Botswana Economic Transformation Programme (BETP) entered the laboratory syndication stage on 3 September 2025.  During the Leadership Lab Syndication, the President, the Vice President, and Cabinet members convened to review the outputs of the BETP Labs through a structured gallery walk. The gallery comprised detailed initiative profiles, including the case for change, financials, implementation plans, key performance indicators, and identified challenges. They had an opportunity to engage directly with the initiative owners, provide their perspectives both verbally and through written inputs captured via sticky notes. The session is designed to facilitate collective ownership, alignment, and refinement of the initiatives ahead of implementation.

When delivering the plenary speech, Vice President and Minister of Finance Mr Ndaba Nkosinathi Gaolathe emphasized that BETP represents a transformative shift in Botswana’s economic strategy. He said that the government is determined to break from old patterns and drive change with decisive action. Mr Gaolathe noted that the BETP Call for Ideas received a remarkable 6,925 project proposals from Batswana and the global community. Of these, 200 were chosen to enter the Transformation Labs for thorough evaluation. Some projects advanced, categorized as “Making the Most” or “New Opportunities,” while others were not taken forward, ensuring that only high-impact initiatives proceed.

In addition, Mr Gaolathe stated that BETP is a Transformation Movement; therefore, it is not just about the current portfolio of projects but the beginning of a movement that will shape the government’s efforts to achieve unprecedented progress. He pointed out that the movement will continue to accommodate and refine new projects, ensuring a living process that fosters innovation and creativity.  Mr Gaolathe offered gratitude and acknowledgment to everyone who made BETP a success and attributed its success to the collaboration and commitment of various stakeholders, including government employees, private sector leaders, civil society, development partners, academia, and the media. He reiterated that their dedication and sacrifice are proof that when Batswana unite around a common cause, nothing is impossible.

In conclusion, Mr Gaolathe noted that the time for planning is over, and it is time for execution of the projects. He gave an assurance that the government is committed to delivering jobs and economic growth through these projects. He added that with clear ownership, timelines, and measurable outcomes, excuses will not be tolerated, and delivery will be the only currency of leadership.  Furthermore, Mr Gaolathe explained that this marks a new chapter in nation-building as Botswana finalises the BETP outputs and advances the National Development Plan.
